Cement industry is a large energy consumption industry. Its energy consumption accounts for around 70% of the production costs. Since the “Eleventh Five-Year Plan”, new technology and process of low-temperature WHR power generation technology which were early promoted in Zhejiang, China have made significant energy-saving effects.
At present, there are 72 new dry production lines of low-temperature WHR power generation projects have already put into operation, the total installed capacity is 350MW and the generating capacity reached 2.6 billion kwh which can meet 1/3 electricity demand for cement factory; Energy conservation can reach to 91 million tons of standard coal per year while the CO2 can be reduced 2.2 million tons and SO2 can be decreased 25500 tons. The temperature of waste gas with 350℃ from SP can be decreased after generating electricity, then, the exhaust gas will be lower which can help to improve atmospheric environment so that the economic and environmental benefits should be obvious. The followings are the main approaches of remarkable results that Zhejiang province has obtained:
1. Active promotion by the government. From 2005, the technological reforms of new dry low-temperature WHR power generation projects in Zhejiang are with priority support and it clearly stated that all the objective tasks of reformation are to be completed during the “Eleventh Five-Year Plan”. However, the waste heat recovery projects adopting coal combustion can not be supported, even if some enterprises have purchased combustion power generation equipment. According to the statistics, central and provincial energy conservation finances have supported 69 new dry low-temperature WHR power generation projects during the “Eleventh Five-Year Plan”. Among them, central finance subsidy 59.37 million Yuan while 21.22 million Yuan from provincial financial assistance cement. These measures actively promoted low-temperature waste heat power generation technologies widely used, at the same time, there is no combustion project in the whole province in past 5 years.
2. Vigorously Model Development. In order to promote the technology and new process implementation of low-temperature WHR power generation, an on-site communication conference was specially held in Lanxi by “Provincial Committee by letter” in the early times of the “Eleventh Five-Year Plan”. It adopted technical discussion, demonstrate experience introduction and site inspection etc. to guide cement enterprises to maximize the use of new dry process AQC and SP for power generation. At the same time, the communication conference speed up the promotion of national technology and equipment, encourage enterprises to actively create conditions for the practice and increasingly make innovation to realize its social and economic benefits and accelerate cement industry to develop for resource saving and environment-friendly direction.
3. Take advantage of market mechanisms. In recent years, making use of the opportunity of low cement price and high coal, electricity prices, Zhejiang province support the operation of low-temperature WHR power generation enterprises and buyout waste heat power generation as a priority on one hand; on the other hand, by increasing the electricity fee of cement industry to form the forced mechanism. According to the survey, the power-saving benefits of WHR power generation become the main resource of profit which amounting to about 20 Yuan per ton of cement. Thus more and more cement enterprises commence to build low-temperature WHG projects.
